Hill Associates is seeking a Project Implementation Manager with Excel, Microsoft Access, and Visual Basic programming skills to provide support for a high-profile Washington, D.C. federal agency. This role entails providing operational and service delivery support for network-based data and voice services that encompass financial and business analysis, report customization using Excel, Access, and VBA, ordering consultation, inventory management, and operational process improvement. This position requires a working knowledge of financial analysis and reporting, but not advanced studies in finance.

Task work includes providing basic financial support for enterprise telecommunications service offerings; vendor financial management to include auditing service provider invoices; high-level financial reporting; maintaining inventory of service requirements for budgeting and invoice validation; evaluation of vendor price proposals; internal cost recovery of services; investigating operational business and financial issues and proposing solutions; responding to customer pricing requests, adding value by identifying optimal configuration options; documenting processes and procedures and analyzing them for improvement; developing advanced Excel-based spreadsheets and manipulating them to effectively manage data sets; customizing and generating reports in response to ad-hoc queries using Microsoft Access and Visual Basic, and serving as the key telecommunication services data analytics expert on the team.

As a full-time employee, you will be part of a successful company delivering and supporting mission-critical solutions for government customers. The role requires interfacing with customer liaisons, business operations staff, technical team members, vendors, and company leadership. This position seeks a candidate who is proactive, has a passion for surpassing customer expectations, and demonstrated success working independently with minimal supervision.
 

Primary areas of responsibility

  • Assist in the development, analysis and maintenance of integrated project schedules, risk registers, issue management and decision logs
  • Manage projects, tasks, and schedules, as directed
  • Oversee financial and accounting processes and procedures related to project activities
  • Review financial aspects of business cases, contracts, procurements, billing, and management updates
  • Prepare and facilitate communications, organize formal meetings for projects, and develop briefings for various stakeholders including senior management
  • Maintain and administer project quality management plans for compliance to Department project management standards, practices, and methods
  • Review OCIO Contractor status reports and completion of other project management activities

Position Requirements

  • Bachelor’s Degree
  • Minimum 15 years of professional experience in the IT industry
  • Minimum 10 years of relevant experience in an enterprise-class environment
  • Proficiency with Microsoft Excel, including the ability to understand, develop and enhance Excel VBA macros, work with pivot tables, and navigate complex spreadsheets
  • Proficiency with Microsoft Access and Visual Basic
  • Working knowledge of databases, including the ability to use SQL and create tables via queries
  • General knowledge of IP data and voice communications
  • Demonstrated analytical, research, and quantitative abilities 
  • Knowledge of business analysis methods and tools 
  • Effective written and oral communication skills
  • Solid planning and organizational abilities
  • Critical and creative thinker with strong attention to detail 
  • Able to produce professional work products using Microsoft Word and PowerPoint
  • U.S. citizenship; Possess or be able to obtain a favorable adjudication from a government background investigation at the Secret clearance level
  • Although the role is entirely remote, preference will be given to anyone living within the DMV (District of Columbia, Maryland, and Virginia) region.

Desirable Experience

  • Prior work in a federal government environment
  • Experience working for or with a telecommunication service provider on network-based services 
  • Familiarity with government financial processes, OMB reporting, etc.
