Hill Associates is seeking a dynamic JIRA and Confluence SME / Scrum Master to lead Atlassian platform optimization and Agile team delivery. This hybrid role bridges the gap between technical administration and delivery facilitation—driving automation, visibility, and collaboration across enterprise projects.  The ideal candidate combines hands-on expertise in Atlassian administration (JIRA Software, JIRA Service Management, and Confluence) with strong Agile leadership, enabling continuous improvement, data-driven insights, and predictable delivery outcomes in a mission-driven environment.

Key Responsibilities:

Atlassian Administration and Development

  • Administer, configure, and maintain JIRA Software, JIRA Service Management, and Confluence instances.
  • Design and implement custom workflows, dashboards, fields, permissions, and automation rules tailored to project and team needs.
  • Integrate Atlassian tools with enterprise systems (e.g., ServiceNow, GitHub, Slack, Power BI, Power Automate) to enhance visibility and streamline collaboration.
  • Manage user access, permissions, and groups in alignment with security and compliance policies.
  • Optimize Confluence spaces, templates, and structures to improve documentation quality and knowledge sharing.
  • Support platform migrations, upgrades, and version control, ensuring reliability and performance.
  • Leverage JIRA Query Language (JQL) and automation rules to create insightful reports and reduce manual processes.

Scrum Master and Agile Facilitation

  • Serve as Scrum Master for one or more Agile delivery teams, facilitating daily stand-ups, sprint planning, retrospectives, and demos.
  • Partner with Product Owners to refine and manage backlogs, ensuring alignment with strategic goals and release priorities.
  • Coach teams on Agile principles, Scrum, and Kanban methodologies, improving predictability, team velocity, and delivery quality.
  • Track and communicate sprint performance and metrics through JIRA dashboards and Agile reports.
  • Identify and remove impediments, fostering a culture of accountability, transparency, and continuous improvement.
  • Collaborate with cross-functional teams to promote Agile maturity and standardize delivery practices across the organization.

Requirements:

  • Bachelor’s degree and 10 total years of related experience, or 14 years of relevant experience in lieu of degree.
  • Certified Scrum Master (CSM) or equivalent Agile certification.
  • 3+ years of experience administering and developing in Atlassian JIRA andConfluence environments.
  • 3+ years serving as a Scrum Master or Agile Team Facilitator for technical or product teams.
  • Proven experience with Agile frameworks (Scrum, Kanban) and use of Agile metrics for performance improvement.
  • Demonstrated ability to automate workflows and reporting using JQL, automation rules, and dashboards.
  • Experience translating business requirements into technical workflows and reporting solutions.
  • Strong communication and stakeholder engagement skills, including client- facing experience.

Desired Experience:

  • Federal Government experience supporting Agile or DevSecOps teams.
  • Atlassian Certified Expert, JIRA Administrator, or Confluence Administrator certifications.
  • Familiarity with Power Automate, ServiceNow, or other ITSM/ticketing systems.
  • Familiarity with service desk and ITIL frameworks in a large IT organization.
  • Strong analytical, critical thinking, and problem-solving skills with the ability to balance multiple priorities.
  • Excellent organizational skills and attention to detail.
  • Proven ability to facilitate collaboration between technical and business stakeholders, converting complex needs into actionable solutions.
  • Ability to operate effectively in a fast-paced, mission-driven, and dynamic environment.
